Authorizes the Board of Liquor and Lottery to sell lottery tickets, products, and subscriptions through mobile applications, mobile devices, and the internet, either independently or through a contractor

Requires all online lottery purchases to be initiated and received within Vermont, prohibiting intentional routing outside the state

Exempts from public records disclosure: personal and financial information of purchasers, trade secrets and business records, and security/technology records related to online lottery sales

Requires the Board to publish proposed procedures on the Department's website and hold at least two public hearings before adopting new rules governing online sales

Effective date: July 1, 2026
