Requires all voters to present valid government-issued photo identification based on documented proof of U.S. citizenship for in-person, early, and absentee voting, with the ID showing photograph, full legal name, and current residential address.

Voters without required ID may cast a provisional ballot; religious exemptions from the photo requirement are permitted through a signed affidavit.

Absentee ballot return envelopes must include either a photocopy of valid photo ID or the voter's full Social Security number or state-issued identification number; ballots returned without this information are deemed defective.

Commissioner of Motor Vehicles must provide free nondriver identification cards to all eligible voters upon presentation of documented proof of U.S. citizenship and residency.

Appropriates $200,000 from the General Fund to the Secretary of State in fiscal year 2027 for election official training, public education on new requirements, and issuance of free voter ID cards.
