Requires documented proof of U.S. citizenship to register to vote in Vermont, with acceptable documents including U.S. birth certificates, valid U.S. passports, naturalization certificates, or other government-issued citizenship documents.

Mandates the Secretary of State enter into a memorandum of agreement with the U.S. Department of Homeland Security by January 1, 2027 to access the Systematic Alien Verification for Entitlements (SAVE) Program for verifying citizenship during voter registration and ongoing voter roll maintenance.

Directs town clerks to use the SAVE Program to verify citizenship status of registered voters and remove individuals confirmed to be noncitizens from voter rolls.

Modifies automatic voter registration at the Department of Motor Vehicles to require proof of U.S. citizenship rather than just attestation before transmitting applications to the Secretary of State.

Appropriates $300,000 from the General Fund in fiscal year 2027 to integrate the SAVE Program into state and local systems and train town clerks.
