Creates the Vermont Sister State Program within the Agency of Commerce and Community Development to establish formal relationships with subnational governments abroad, promoting cultural exchange, economic development, educational cooperation, and diplomatic collaboration.

Establishes a 10-member Sister State Program Committee including the Secretary of Commerce and Community Development, one House member, one Senator, representatives from the Vermont Council on World Affairs, Adjutant General, Vermont Arts Council, and three appointed members with expertise in cultural exchange and higher education.

Requires the Agency to develop an application process with eligibility requirements, a fixed-scoring rubric, confidential internal review procedures for political and strategic factors, and a memorandum of understanding template for approved partnerships.

Gives the Governor sole final approval authority over applications recommended by the Committee, with requirements to provide written explanation if disapproving a Committee-recommended application; Committee must review applications within 30 days of receipt.

Repeals the Vermont-Ireland Trade Commission established under 2025 Acts and Resolves No. 65, replacing it with this broader sister state framework; requires annual reporting to the Governor and legislature by January 15.
