Noncommercial vehicles with a gross vehicle weight rating of 10,000 pounds or less cannot fail the safety portion of annual inspections; owners may choose whether to repair identified safety issues.

Inspection stations must notify owners of any parts or systems posing potential danger, identify necessary repairs, and provide cost estimates for the work.

Commercial motor vehicles and vehicles weighing at least 10,001 pounds can still fail safety inspections if a part or system poses danger to the operator or other highway users.

Vehicles failing emissions or on-board diagnostic (OBD) systems testing must still complete required repairs and pass retesting before receiving a valid inspection certificate.
