Expands the definition of "advertisement" for lobbying disclosure purposes to include communications widely disseminated to the public, such as mass mailings, robotic phone calls, and paid internet communications

Removes the timing restriction that previously limited disclosure requirements to advertisements made prior to final adjournment of legislative sessions, applying requirements year-round

Requires lobbying advertisements to identify the name of any lobbyist, lobbying firm, or lobbyist employer that paid for the advertisement, along with disclosure language indicating who funded it

Amends the definition of "lobby" to remove the word "orally," broadening the scope of communications covered under lobbying regulations

Effective date: July 1, 2026
