Adds a third pathway to CPA licensure: candidates with a baccalaureate degree with accounting concentration plus two years of public accounting experience can now qualify for the licensing exam, alongside existing pathways requiring either a post-baccalaureate degree or 150 semester hours.

Establishes mobility practice privileges allowing CPAs licensed in any other state to practice in Vermont without obtaining a separate Vermont license, provided they hold a valid license and meet specified education and experience requirements.

Removes the previous "substantial equivalency" standard that required the Board to determine if another state's requirements matched Vermont's, replacing it with broader mobility provisions.

Grandfathers CPAs who had practice privileges in Vermont as of December 31, 2024, allowing them to continue practicing without obtaining a new Vermont license.

Updates terminology throughout the statute, changing "substantially equivalent" to "comparable" and renaming the section from "Substantial Equivalency" to "Mobility."
