Amends 9 V.S.A. § 2453 to declare "abusive acts or practices" in commerce unlawful, expanding Vermont's existing prohibitions on unfair and deceptive practices.

Defines abusive acts as conduct that materially interferes with a consumer's ability to understand material risks, costs, terms, or conditions of a product or service.

Prohibits taking unreasonable advantage of consumers' lack of understanding, inability to protect their own interests, or reasonable reliance on sellers to act in consumers' interests.

Authorizes the Attorney General to adopt rules relating to abusive acts or practices in commerce to implement the new protections.

Takes effect upon passage.
