Secretary of Education recommendations to correct education quality standard deficiencies must be supported by nonselective, comprehensive, and district-validated multiyear data

Secretary must demonstrate correction of school deficiencies within two years of assuming administrative control, or control automatically returns to the local school board

If deficiencies are corrected within two years, the Secretary may maintain control for up to five years or conditionally return control with a mutually agreed sustainability plan

Schools returned to local control due to Secretary's failure to correct deficiencies cannot be subject to the same corrective actions for a minimum of two years

Secretary cannot recommend action against districts showing above-average student growth rates statewide, or based on demographic group data without adequate comparative data from at least three other districts
