Adds a third pathway to CPA licensure eligibility: a baccalaureate degree with accounting concentration plus two years of public accounting experience, as an alternative to existing requirements of a post-baccalaureate degree with one year experience or 150 semester hours with one year experience

Allows applicants to sit for the CPA exam after completing 120 semester hours (including 30 hours of accounting subjects) before obtaining a baccalaureate degree

Establishes mobility practice privileges allowing CPAs licensed in any state to practice in Vermont without obtaining a Vermont license, provided they hold a valid license and meet specified education/experience requirements

Grandfathers CPAs who had practice privileges in Vermont as of December 31, 2024, allowing them to continue practicing without obtaining a Vermont license

Replaces "substantial equivalency" terminology with "mobility" throughout the chapter and updates gender-neutral language in license renewal provisions
