Creates a 10-member State Flag Task Force to recommend a new Vermont State Flag design, with members including the Secretary of State, State Archivist, State Curator, and representatives from racial equity, Native American affairs, and arts/humanities organizations.

Requires the Task Force to solicit public proposals for the new flag design and submit a preliminary progress report by March 31, 2027, with final recommendations due December 1, 2027.

Final report must include whether to seek voter approval of the new flag design in the November 2028 general election.

Task Force will be supported by the Office of the Secretary of State, with first meeting required by September 15, 2026, and the body ceasing to exist on December 31, 2027.

Members not otherwise compensated may receive compensation and expense reimbursement for up to eight meetings; effective date is July 1, 2026.
