Renames the Division of Fire Safety to the Division of Fire and Building Safety and transfers jurisdiction over Residential Building Energy Standards (RBES) and Commercial Building Energy Standards (CBES) from the Department of Public Service to this division, effective December 31, 2029

Requires the Division of Fire and Building Safety to adopt a residential building code based on the International Residential Code for public buildings containing residential units by December 31, 2027

Creates a Building and Energy Codes Integration Task Force with 11 members to develop a transition plan, recommend funding sources, and advise on integrating building and energy code enforcement

Establishes penalties up to $10,000 for violations of building energy standards and up to $1,000 in administrative penalties per violation, with civil action remedies available for aggrieved parties

Appropriates $50,000 from the General Fund in fiscal year 2027 and authorizes one full-time residential building code administrator position in the Division of Fire Safety
