Amends 21 V.S.A. § 1505 to expand when Vermont's State Labor Relations Act applies to employers and labor disputes normally under federal jurisdiction

Vermont's State Labor Relations Board would gain jurisdiction if the National Labor Relations Board (NLRB) can no longer execute its statutory duties due to repeal or narrowing of the National Labor Relations Act, or if federal preemption becomes ineffective

Requires the Vermont Board to promptly certify exclusive bargaining representatives for any bargaining unit previously certified by the NLRB, upon petition, when federal preemption ends

Mandates verification of former NLRB certifications within 60 days of petition receipt, with all existing employment terms and conditions remaining in effect during the verification process

Takes effect upon passage
