Establishes the "Vermont Sustainable Data Centers Act" requiring facilities using 20 megawatts or more of power to obtain a certificate of public good from the Public Utility Commission before beginning site preparation or construction

Creates a separate ratepayer class and tariff schedule for data centers with mandatory contract provisions including minimum 10-year terms, minimum payment obligations based on projected usage, collateral requirements, and charges for excess demand

Requires data center siting approval based on 14 criteria including regional development compatibility, grid reliability impacts, economic benefits, environmental effects, consistency with state energy plans, and environmental justice considerations

Mandates quarterly reporting by data centers on water and energy usage, plus annual reports by the Commissioner of Public Service to legislative committees beginning January 1, 2028

Directs development of a financing structure using data center tax revenues or a gross receipts tax to support state and local energy, environmental, and economic benefits, with recommendations due by January 1, 2028
