Expands the definition of "children's camp" to include day camps, removing the previous requirement that camps provide 24-hour supervision to be subject to licensure

Establishes a Children's Camp Health and Safety Team within the Department of Health, comprising representatives from Health, Public Safety, Financial Regulation, and Forests, Parks and Recreation, to recommend safety standards and approve emergency plans

Requires licensed children's camps to maintain emergency warning systems with public address capability, weather alert radios, fiber-optic internet plus backup broadband, illuminated evacuation routes, and posted evacuation plans in each cabin

Mandates comprehensive emergency plans covering lost campers, fires, injuries/deaths, aquatic emergencies, epidemics, intruders, and transportation emergencies, with annual submission to the Health and Safety Team at least four months before opening

Requires camps in flood hazard areas or mapped river corridors to provide written parental notification and obtain acknowledgment before camper attendance, and requires annual staff training plus camper safety orientations within 48 hours of each session
