Delays the deadline for the Land Use Review Board to file final Tier 3 rulemaking from February 1, 2026 to February 1, 2027, and requires rules to define "de minimis residential construction" (including sheds under 200 square feet) that won't trigger Act 250 jurisdiction.

Requires the Board to mail written notice at least 30 days before public meetings on proposed Tier 3 rules to all property owners within Tier 2 or 3 areas and properties at or above 2,500 feet elevation, informing them of potential Act 250 requirements.

Extends interim housing exemptions from Act 250 permit requirements from January 1, 2027 to July 1, 2027 for priority housing projects in designated areas and housing projects of 75 units or fewer in designated growth centers.

Removes the requirement that municipalities enforce existing Act 250 permits in Tier 1A areas and eliminates enforcement by the Board and Agency of Natural Resources on permits in those areas.

Requires assessing officials to account for Act 250 development restrictions when determining property appraisal values, with the Department of Taxes to publish guidance by October 1, 2027; appropriates $20,000 to the Land Use Review Board for notice requirements.
