Quarterly reports must disclose total expenditures on advertisements, mailers, digital media, and canvassing; donors contributing over $1,000; and names of affiliated entities

Mandates that all public communications by advocacy organizations include a disclaimer stating "Paid for by [organization name], not authorized by any candidate"

Requires advocacy organizations with annual revenue exceeding $1,000,000 to conduct biannual financial audits and file results with the Secretary of State within three months of completion

Creates new statutory definitions for "advocacy organization," "affiliated entity" (entities sharing staff, board members, office space, or financial resources), and "grassroots lobbying" (urging the public via mass communications to contact legislators)
