Amends 10 V.S.A. § 582 to require the Secretary of Natural Resources to adopt rules creating a comprehensive greenhouse gas emission reporting program covering all emission sources, including fuel suppliers

Requires transportation and heating fuel suppliers to report fuel types and volumes sold, broken down by sector (transportation, residential, commercial, industrial) and by county

Mandates the Secretary submit proposed final rules to the Legislative Committee on Administrative Rules by March 1, 2027

Appropriates $800,000 from the General Fund in fiscal year 2027 for drafting reporting rules, developing an emissions source database, and funding staff for data collection

Takes effect on passage
