Establishes a minimum 75-foot horizontal isolation distance between wastewater systems and potable water supplies, with the Secretary able to increase it up to 200 feet based on site conditions

Allows permitted public benefit water supplies (schools, childcare, government buildings) to change to another public benefit use with similar users without requiring system redesign or additional capacity

Exempts leachfields from wetlands permits when sited in Class II wetland buffer zones as part of a permitted wastewater system, and exempts Act 250 permits for water/wastewater infrastructure improvements serving village and downtown centers

Requires rulemaking by January 1, 2028 to establish design standards for wastewater systems under parking lots/paved surfaces, reduced design flows for compact housing and small homes, and standards for compact wastewater systems using advanced filtration technologies

Exempts from land use change tax any construction on Use Value Appraisal Program land for permitting residential water/wastewater systems, and exempts easement transfers required for water/wastewater permitting from property transfer tax
