Expands infrastructure requirements for village areas by allowing municipalities to qualify with public water, public wastewater, OR soils adequate for wastewater disposal (previously required both water and wastewater systems)

Broadens transition/infill area criteria to include areas "proximate to" public water or wastewater service, areas where such service is planned, or areas with adequate soils for wastewater disposal

Expands designated neighborhood eligibility to include transition areas and infill areas located within workforce housing zones, in addition to planned growth areas and village areas

Creates new definition of "workforce housing zone" based on proximity to job-rich census tracts: within 6 miles of tracts with 7,200+ jobs, 5 miles of tracts with 5,000-7,199 jobs, or 3.5 miles of tracts with 2,500-4,999 jobs

Effective date: July 1, 2026
