Repeals Vermont's land conservation goals of conserving 30% of land by 2030 and 50% by 2050, along with related biennial reporting requirements and conservation category guidelines

Replaces site design requirements for minimizing habitat impacts with programs to incentivize land conservation, current use enrollment, and collaboration with local conservation groups

Makes resource maps advisory rather than determinative for Act 250 permits and repeals the road jurisdiction provision (10 V.S.A. § 6001(3)(A)(xii)); effective July 1, 2026
