Expands the Agency of Digital Services' annual inventory of automated decision systems to include assessments of cybersecurity vulnerabilities, privacy risks, personal data safeguards, and notification mechanisms for individuals affected by these systems.

Grants the Agency authority to request in writing that state government entities terminate use of automated decision systems found to be hazardous through the inventory review process.

Establishes four grounds for termination requests: systems that produce biased results, contain unreasonable safety risks (including public health or cybersecurity risks), lack proper safeguards against likely misuse, or fail to properly safeguard Vermonters' personal data.

Requires the Agency's annual report to include details on any occasions where termination of an automated decision system was requested.

Takes effect July 1, 2026.
