Establishes a repeat violent offender statute allowing the State to seek enhanced penalties for a person's third felony crime of violence conviction, with a mandatory minimum sentence of 3 years up to life imprisonment, with no eligibility for probation, parole, furlough, or early release during the minimum term

Creates a separate, higher penalty for aggravated assault against a protected professional (law enforcement, firefighters, health care workers, DCF employees, emergency medical personnel): 2-7 years imprisonment and/or up to $10,000 fine, in addition to standard assault penalties

Requires prosecutors to provide victims of listed crimes with written terms of proposed plea agreements upon request, including maximum imprisonment, eligibility for risk reduction credits, and eligibility for probation, furlough, or parole when sentences exceed 2 years

Expands victim rights to include expressing opinions on plea agreements at sentencing or change of plea hearings, with courts required to consider victim input

Takes effect July 1, 2026
