Creates the Vermont Green FC Special Fund in the Office of the Treasurer to provide grants supporting environmental justice and Vermont's outdoor recreation economy

Five-member board established to oversee the Fund, including the Treasurer, Commissioner of Motor Vehicles, Director of Climate Action Office, a Vermont Green Football Club representative, and Executive Director of Vermont Outdoor Business Alliance

Grants may be awarded to local/regional governments, governmental agencies, nonprofits, or citizen groups; effective date July 1, 2026
