Reduces eviction notice periods: nonpayment of rent from 14 to 7 days, lease violations from 30 to 21 days, and health/safety threats from 14 to 3 days

Eliminates "no cause" evictions and establishes "just cause" requirements, limiting tenancy termination to specific grounds such as nonpayment, lease breach, property sale, owner/family occupancy, or unit demolition/renovation

Caps security deposits at two months' rent and prohibits residential rental application fees, except nominal credit check fees

Creates a two-year positive rental payment credit reporting pilot program through the State Treasurer, with $100,000 appropriation, to help tenants build credit through on-time rent payments

Makes ejectment records confidential upon filing, with removal of confidentiality only after final judgment for landlord in for-cause cases; appropriates $1.2 million for rent arrears assistance and landlord/tenant education through CVOEO
