Establishes mandatory minimum sentences for repeat retail theft of merchandise valued between $250.00 and $900.00: at least 60 consecutive days for third offense, at least 6 consecutive months for fourth or subsequent offense (within two-year lookback periods)

Creates mandatory minimums for retail theft of merchandise exceeding $900.00: at least 6 consecutive months for third offense, at least 12 consecutive months for fourth or subsequent offense

Imposes a 12-month mandatory minimum sentence for trafficking cannabis, cocaine, heroin, fentanyl, or methamphetamine, which cannot be suspended, deferred, or served as a supervised sentence

Increases the mandatory minimum to 24 consecutive months if drug trafficking causes death or serious bodily injury to any person

Takes effect upon passage
