Establishes mandatory license suspensions for driving 100+ mph: 6 months for first conviction, 1 year for second, and 2 years for third or subsequent convictions.

Creates a $125.00 application and renewal fee for the restricted license/certificate, with licenses expiring on the second birthday following issuance and renewable for one-year terms.

Requires device manufacturers to reduce installation, leasing, and removal costs by at least 50% for individuals receiving 3SquaresVT, LIHEAP, Reach Up, or similar benefits.

Imposes up to $500.00 civil penalty for tampering with or helping circumvent an intelligent speed assistance device, and protects device data from public disclosure except via warrant, emergency circumstances, or enforcement proceedings.
