Creates the Free Degree Promise Program to provide tuition-free associate's degrees at Community College of Vermont (CCV) to students who complete the CCV Early College program during their senior year of high school with at least 20 college credits

Program covers tuition and fees after federal/state aid, provides career and education advising, and offers stipends for books, transportation, and other college costs

Adds Vermont Student Assistance Corporation (VSAC) as a third recipient of Vermont Higher Education Endowment Trust Fund distributions, splitting the annual 5% withdrawal equally among UVM, Vermont State Colleges, and VSAC beginning in fiscal year 2029

Increases the optional endowment allocation from 2% to 3% of fund assets, now divided in thirds among UVM, Vermont State Colleges System, and VSAC

Adds the State Treasurer to the Vermont Higher Education Endowment Trust Fund Council as chair, and requires the Commissioner of Labor to initiate rulemaking by January 15, 2027
