Adjusts Vermont's special education census grant for inflation beginning in fiscal year 2027, using the NIPA implicit price deflator for state and local government consumption expenditures and gross investment published by the U.S. Bureau of Economic Analysis

Defines "adjusted for inflation" as adjusting the uniform base amount from fiscal year 2020 through the current fiscal year, rounded upward to the nearest whole dollar

Removes the transitional provisions for fiscal years 2023-2026 that gradually moved supervisory unions from their individual base amounts to the uniform base amount

Simplifies the census grant calculation so that all supervisory unions receive the uniform base amount (adjusted for inflation) multiplied by their long-term membership

Takes effect July 1, 2026
