Delays the strategic plan deadline for the Vermont Registered Apprenticeship Program from July 1, 2024 to July 1, 2026

Revises annual reporting requirements to replace "New American status" with "language access needs" and adds tracking of federal funds usage

Updates apprenticeship agreement requirements by making Social Security numbers optional, expanding demographic data collection fields, and adding a required equal opportunity statement covering protected characteristics

Clarifies youth apprenticeship program requirements including that regional CTE centers must submit registration information, programs must align with high school graduation requirements, and employers must provide advanced standing to students completing youth apprenticeships who wish to transfer to full registered apprenticeship programs
