Authorizes the Secretary of Natural Resources to issue general permits for stormwater discharges, wetlands activities, and wastewater/potable water systems when proposed activities have minor impacts and a licensed engineer certifies compliance with permit rules.

Requires the Secretary to establish rules allowing waiver or reduction of permit standards for owner-occupied residential wastewater and potable water systems when applicants demonstrate alternative engineered solutions or file statements assuming all liability for system failures.

Limits state review of potable water and wastewater permits for residential systems with flows of 1,000 gallons per day or less to administrative compliance only, deferring to licensed designer certifications.

Requires portions of Vermont resident-owned parcels containing wetlands or Tier 3 lands to be taxed at the lesser of fair market value or the use value of forest land as determined by the Current Use Advisory Board.

Exempts District Commission site visits conducted as part of the Act 250 permitting process from open meeting requirements under Vermont's public body meeting laws.
