Prohibits any person, corporation, or entity from offering, providing, or advertising mental health services in Vermont that represent AI as providing therapeutic judgment, diagnosis, treatment, or therapeutic communication

Permits mental health professionals to use AI for administrative tasks (scheduling, billing, coding), transcription and documentation with patient consent, clinical record maintenance, deidentified data analysis, and workforce planning—provided the professional retains clinical responsibility

Prohibits mental health professionals from using AI to make therapeutic decisions, directly interact with clients, generate treatment plans, or detect emotions or mental states

Requires explicit written consent from patients when AI is used to record, transcribe, or process identifiable therapeutic communications

Classifies violations as unprofessional conduct subject to license denial or discipline, and violations by entities as Consumer Protection Act violations enforceable by the Attorney General with private rights of action
