Transfers appellate jurisdiction over Act 250 land use permits from the Environmental Division of Superior Court to the Land Use Review Board beginning July 1, 2027, and municipal zoning appeals beginning July 1, 2028

Transfers appellate jurisdiction over Agency of Natural Resources permit decisions to the Secretary of Natural Resources beginning July 1, 2028, with hearing officers available to conduct proceedings

Reduces the Land Use Review Board from five members to three members, extends terms from five to six years, and requires members be appointed by January 1, 2027

Establishes a two-tier review process distinguishing "simple" from "complex" appeals, with simplified procedures for simple matters and limited discovery in all proceedings

Repeals the Environmental Division of Superior Court and appropriates $50,000 in FY2027 to train municipal panels on the new appeals procedures
