Requires callers using automatic dialing devices to first make a live, unrecorded announcement stating the call's nature, the caller's name/address/phone number, and whether the prerecorded message uses an AI-generated or AI-altered voice

Mandates callers obtain consent from the recipient before playing any prerecorded message and disconnect the device when either party terminates the call

Civil penalties allow recipients to sue in Superior Court for $500 for a first violation and $1,000 for each subsequent violation, plus injunctive relief, punitive damages for willful violations, and attorney's fees

Criminal penalties for knowing and willful violations include up to 90 days imprisonment and/or fines up to $1,000 per call

Effective date: July 1, 2026; enforcement assigned to the Attorney General with authority to coordinate with state and federal entities regardless of caller location
