School districts must immediately enroll homeless students and contact the student's previous school to obtain enrollment records

Districts must provide transportation assistance for homeless students attending their school of origin when parents/guardians seek shelter or are located in a different district

Each school district must designate a homeless education liaison to facilitate homeless students' access to school, mediate enrollment disputes, arrange transportation, and report homeless student enrollment numbers to the Agency of Education

Creates the Educational Stability Grant Program with $500,000 appropriated from the General Fund in fiscal year 2027 to support highly mobile students (homeless and state-placed) through academic and social-emotional services

Agency of Education must annually evaluate grant recipients and report to legislative education committees by December 1 on outcomes including attendance improvement, behavioral incidents, and graduation rates
