Hospital board meetings (regular, special, and emergency) must be open to the public with opportunity for public comment, effective July 1, 2026

Executive sessions permitted for contract negotiations, pending litigation, personnel matters, trade secrets, attorney-client communications, and information protected by HIPAA or data use contracts

Meeting schedules must be posted on hospital websites at least one week in advance, with agendas posted at least 48 hours before meetings

Recordings or minutes of public portions must be posted on hospital websites within five business days, including attendee names, public comment summaries, and all actions taken

Board members may participate electronically, but non-unanimous votes require roll call; if a quorum attends remotely, at least one physical location must be designated for public attendance
