Establishes a Division of Animal Welfare within the Department of Public Safety, headed by a Director who must develop a comprehensive plan for animal welfare law enforcement within eight months of hiring

Creates an Animal Welfare Fund supported by 67% of dog/wolf-hybrid license surcharges, legislative appropriations, donations, and a new voluntary income tax checkoff option

Requires outdoor cats to be vaccinated for rabies, spayed/neutered, and licensed through rules adopted by the Division; indoor cats are exempt

Limits dog ownership to no more than 35 licensed dogs per person (excluding dogs under four months old and spayed/neutered dogs) and repeals the special breeding license provision

Requires pet dealers, animal shelters, and rescue organizations to maintain general liability insurance and prohibits importing animals from out-of-state shelters unless the originating shelter is licensed by that state
