Caps the actuarial value of health benefit plans at 88 percent and requires the Commission to consider seven specific factors including public welfare, Education Fund financial ability, cost of living, and comparisons to Vermont Health Connect plans

Expands arbitration authority to allow the VLRB or arbitrators to modify parties' last best offers or draft their own award, rather than being limited to selecting one party's offer without amendment

Requires the Agency of Education to contract with a single third-party provider to administer health reimbursement arrangements or health savings accounts for all school employers, effective July 1, 2026
