Creates a new "State Law Enforcement and Firefighters Bargaining Unit" under the State Employees Labor Relations Act by adding § 912 to Title 3

Includes certified law enforcement officers from the Department of Fish and Wildlife, Department of Liquor and Lottery, and Department of Motor Vehicles, plus full-time state firefighters and any other state-employed certified law enforcement officers not already covered

Excludes managerial, confidential, and supervisory employees, as well as those already covered by existing agreements with the Vermont Troopers' Association (State Police), Vermont State Employees' Association (Supervisory Unit), and State Deputy Sheriffs

Takes effect July 1, 2026, applying to collective bargaining agreements and negotiations commencing on or after that date
