Creates a 9-member Justice and Recovery Hub and Spoke System Working Group, including representatives from four regional planning commissions, the Secretary of Human Services, Commissioner of Buildings and General Services, Chief Justice, Land Access and Opportunity Board, and Green Mountain Transit.

Directs the Working Group to develop a proposal for a justice and recovery hub on State land adjacent to the Costello Courthouse and Department of Labor in downtown Burlington, featuring a 200-bed residential facility for justice-involved individuals, recovery and supportive housing for transition-age youth, and nonresidential components such as a firehouse and storefronts.

Requires identification of additional "spoke" sites along public transit corridors in Addison, Chittenden, Franklin, and Washington Counties for recovery housing, secure recovery residences, residential treatment facilities, and recovery shelters.

Appropriates $200,000 from the General Fund in FY2027 to the Vermont Housing and Conservation Board for stakeholder engagement and expert staffing, with requirements for inclusive meetings offering food and child care.

Working Group must convene by September 1, 2026, submit a written report with recommendations to the General Assembly by January 15, 2027, and ceases to exist on February 1, 2027.
