Expands the definition of "sign" in Vermont's billboard law to explicitly include mobile and vehicle-mounted displays visible from highways or rights-of-way

Clarifies that signs on registered motor vehicles lose their exemption if the Travel Information Council determines they circumvent the law's purpose, including signs parked continuously in one location or extending beyond vehicle dimensions

Increases civil penalties for billboard violations from a maximum of $50 to a tiered structure: $150 (first offense), $250 (second offense), $500 (third or subsequent offense)

Each day a violation continues counts as a separate offense
