Creates a municipal emergency shelter program authorizing municipalities to offer emergency shelter that meets disaster or emergency response housing requirements

Reimburses municipalities for actual shelter costs, services provided to program participants, and additional staffing needed to operate the program

Appropriates $1,000,000 from the PILOT Special Fund to the Department for Children and Families for pro rata reimbursement of municipal public safety, fire, mental health, and emergency medical services for program participants

Requires the Department for Children and Families to redirect any unexpended FY2027 emergency shelter funds by January 15, 2027 to grants for flood-prone communities to improve flood-resilient housing and develop entry-level family housing

Defines "entry-level family housing" as 400-1,000 square feet with no more than two bedrooms, designed to accommodate expansion as needed by residents
