Secondary-only violations include: failure to carry registration, obstructed or missing license plates, operating without a valid license (certain circumstances), learner's permit violations, operating on wrong side of highway, prolonged idling, obstructed windshield/windows, uninspected vehicle, single broken taillight/brake light, failure to signal lane change/turn, impeding traffic with slow-moving vehicle, and overly loud muffler

Prohibits law enforcement from requesting consent to search a vehicle, operator, or passenger following a stop for a moving violation
