Incarcerated individuals performing labor for, at the direction of, or under the supervision of the Vermont Department of Corrections would be classified as temporary State employees for the duration of that labor

Classification would grant incarcerated workers all labor- and employment-related rights, protections, and benefits under Vermont law

Covered benefits would include wage and hour protections, workers' compensation, unemployment insurance, and collective bargaining rights
