Creates the Vermont Citizens' Assembly, a body of 150 Vermont residents selected through sortition (random selection) to make legislative recommendations to the General Assembly on issues of significant public concern

Members serve one-year terms, meeting two weekends per month from mid-June to mid-November

Members receive daily wages equal to the median Vermonter's wage, plus reimbursement for lodging, food, child care, and travel costs; participation is voluntary

The Assembly operates as a fully independent body with its own permanent staff and website, funded by State General Fund appropriations

Each Assembly selects one issue to address during its term and chooses the issue for the subsequent Assembly's term
