Board of Liquor and Lottery member terms extended from three years to four years, with members appointed by the Governor with Senate consent and required political party diversity.

Fourth-class license locations expanded from one to up to 10 locations per manufacturer or rectifier, with increased allowable serving limits at tasting rooms (16 oz malt/cider, 12 oz wine/RTD spirits, 2 oz total spirits) versus farmer's markets (8 oz total malt/wine/RTD, 1 oz total spirits).

Manufacturers and rectifiers may now sell spirits/fortified wines from up to seven additional producers (increased from five) and sell their products to any fourth-class licensee rather than only five.

Malt beverage manufacturers authorized to distribute up to 3,000 barrels annually directly to first- or second-class license holders, with this provision set to expire July 1, 2028.

Special venue serving permits for retail establishments made permanent by deleting the 2026 sunset provision, and retail tasting permit notice requirements reduced from five days to one business day.
