Agency of Human Services must submit a report to the General Assembly on creating residential care homes (level III or otherwise) for hospital patients who cannot safely recover at home but do not need nursing home-level care

Report must assess whether a need exists for such residential care homes and identify geographic locations where need is greatest

Report must analyze how residential care homes might generate savings in the health care system and identify potential funding sources

Report must recommend how the Agency could partner with community-based organizations to develop residential care homes statewide as needed
