Adopts Vermont's fiscal year 2027 Transportation Program and establishes a mileage-based user fee of $0.014 per mile for battery electric vehicle (BEV) pleasure cars, effective January 1, 2027, with fees calculated based on odometer readings at annual inspections.

Increases the Transportation Alternatives Grant Program maximum award from $300,000 to $600,000 per grant (and up to $1,200,000 in fiscal year 2027) and raises the contractor performance bond waiver threshold from $100,000 to $250,000.

Extends the public-private partnership authority sunset date from July 1, 2026 to July 1, 2029, and extends the Caledonia County State Airport sale/lease authorization deadline from May 1, 2026 to November 1, 2027.

Creates new bridge inspection, posting, and closure requirements with civil penalties up to $1,000 for violations, and authorizes the Agency of Transportation to post or close municipally-maintained bridges when necessary to protect public safety.

Appropriates $192,000 from the Transportation Fund for Drive Electric Vermont programs and transfers $2,200,000 from the Transportation Infrastructure Bond Fund to the Transportation Fund, with $1,700,000 allocated to town highway aid.
