Commemorates the 25th anniversary of Act 91 of 2000, which established Vermont as the first state in the nation to legalize civil unions for same-sex couples

Recognizes the December 20, 1999 Vermont Supreme Court decision in Baker v. State, which ruled that excluding same-sex couples from marriage benefits violated the Vermont Constitution's Common Benefits Clause

Honors the Baker case plaintiffs (Stan Baker and Peter Harrigan, Nina Beck and Stacy Jolles, Lois Farnham and Holly Puterbaugh) and their attorneys (Beth Robinson, Susan M. Murray, Mary Bonauto) for their role in achieving civil unions

Notes that Act 91 laid the foundation for Act 3 of 2009, the nation's first marriage equality statute enacted by a legislature

Directs the Secretary of State to send copies of the resolution to the Baker v. State plaintiffs and attorneys, the Pride Center of Vermont, and Outright Vermont
