Amends Rule 25 of the Vermont House of Representatives to restructure standing committees, reducing membership on several committees: Agriculture, Food Resiliency, and Forestry from 11 to 8; Appropriations from 12 to 11; Education from 12 to 11; General and Housing from 12 to 11; Government Operations and Military Affairs from 12 to 11; and Ways and Means from 12 to 11

Renames and reorganizes the "Environment and Energy" committee into two separate committees: "Energy and Digital Infrastructure" (9 members) covering energy, utilities, telecommunications, broadband, information technology, and cybersecurity; and "Environment" (11 members) covering conservation, climate change mitigation, land resources, air, water, fish, wildlife, and solid waste management

Transfers information technology and cybersecurity jurisdiction from the Government Operations and Military Affairs Committee to the new Energy and Digital Infrastructure Committee

Expands Human Services Committee's jurisdiction to include explicit oversight of the Vermont Departments for Children and Families, Disabilities, Aging, and Independent Living, and Health
